- Incentivize land management practices that create quality habitat

- Areas with low social carrying capacity may be good places to maintain lower deer populations while managing for older age classes
- Land is expensive and leasing can provide opportunities for hunters and increased cash flow for producers. Daily to multi-year leases exist
